To me it just doesn't feel as well rounded of a story as Brotherhood and the Manga It's just '03 is not Fullmetal Alchemist as Hiromu Arakawa intended. In fact most people recommend watching the start of '03 before Brotherhood, as Brotherhood left out a lot of the early material because it was covered in '03. If you haven't watched Brotherhood, mild spoilers, but the character of pride wasn't introduced in the manga until after '03 started, which meant Bradley filled that role and someone else took his role in'03. Rather than do what happened with AoT and make the anime fans wait years for the next season, they created an original story. Even Brotherhood started when the manga was active, and they actually ended in the same month. The manga started in 2001, so 2003 was not enough time for them to see what actually happened in the manga.
